It could be an indication of intonation or neck alignment issues. The guitar appears to be in 'average' condition, maybe needing a bit of TLC to restore her to original beauty. I would not be too concerned about a truss rod cover. Those can be made very inexpensively. If I were interested in that guitar, I'd demand a 30 day return stipulation from the seller if not satisfied. I was planning a sniper action, hoping to get it for around $1500 since the pictures were real bad and the guitar not 100% original. Reserve was set to $3300!
