Who do you see as being guitarists that are worth listening to who have only surfaced in about the last ten years? I would recommend John Butler. This guy can play 12 string acoustic with a clearly unique style and sound. Doesn't he remove the octave G string? My vote would be for Chris Cheney of The Living End.
